Born in Rome in 1962, he graduated in Economics from the “La Sapienza” University of Rome. In 2001, he earned a specialization master's degree in European Studies at the "A. De Gasperi" Institute of European Studies and in 2023 he was awarded an honorary doctorate in Political Economy by the “La Sapienza” University of Rome.
He has over thirty years of experience in Public Administration, particularly within the Ministry of Economy and Finance, where he worked for around 35 years at the State General Accounting Department.
He is registered as a chartered accountant and is qualified to teach legal-economic disciplines.
From January 1989 to June 2001 he was officer at the Ministry of the Treasury - State General Accounting Department - General Budget Inspectorate, where he dealt with the preparation of budget forecasts for the Ministries of Labor, Justice, Environment, Education, Cultural Heritage.
Under his direct responsibility he also oversaw support and collaboration activities with political bodies during parliamentary discussions on public finance documents, the development of a simplified state budget as determined by specific parliamentary orders, the monitoring of budget payments, including those for interventions in economically disadvantaged areas and the reclassification the state budget according to national accounting criteria as per Law No. 94 of 1997 (SEC 95).
He also took care of preparing explanatory notes for the State Budget Bill and the Settlement Bill, of formulating budget payment estimates for the preparation of the quarterly cash report, the Economic and Financial Planning Document, the Forecast and Planning Report, and the General Report on the economic situation of the country, of drafting Section II of the Forecast and Planning Report and of verifying and quantifying the effects of the Financial Law and related measures, evaluating the financial impacts of amendments during approval, preparing the coverage scheme, and the note of variations.
From June 2001 to July 2007 he served in a managerial position at the General Inspectorate for Budget Policies, Public Finance Sector, monitoring, and expenditure trends of the State Budget.
Carrying out this activity, he participated, among the others, in technical meetings with representatives from the European Community Statistical Office (EUROSTAT), ISTAT, and the Bank of Italy to define registration methods for significant Public Administration operations, in technical meetings for drafting the implementation provisions of fiscal federalism and in technical meetings for drafting the implementation provisions of fiscal federalism and in meetings at international organizations (OECD) and European institutions as the Italian representative, discussing the performance of national public accounts. He was also member of working groups for developing sections of the General Report on the Economic Situation of the Country (public investments and depressed areas) and provided technical support to CIPE Commissions, particularly regarding the recognition and monitoring of budget lines for financing investments in various public intervention sectors.
From February to July 2007 he was First-class General Manager with a study and research assignment at the National Public Accounting Center of the State General Accounting Department.
From July 2007 to February 2011 he was Director of the Departmental Study Service of the State General Accounting Department.
From March 2011 to May 2019 he was Chief Inspector of the General Budget Inspectorate of the State General Accounting Department
From May 2019 to July 2024 he was State General Accountant.
He has taught numerous administrative and accounting courses and has been a member of the board of statutory auditors of various companies and entities.
He was a member of the Technical Committee for Public Finance and the evaluation of public policies at the Senate of the Republic.
Currently, he is a member of the Milano-Cortina 2026 Foundation and a member of the Supervisory Board of the Human Technopole Foundation.
