Born in Genoa in 1965, he graduated in Political Science from the University of Campania “Luigi Vanvitelli”. He earned a PhD in Cultural Heritage and Territory from the University of Rome “Tor Vergata” and obtained two specialization master’s degrees from the University of Rome “Niccolò Cusano”, in Governance and Public Administration Management, and in Cybersecurity, Digital Forensics, and Data Protection.
Since 2022, he has served as Head of the Technical Secretariat of the Undersecretary of State to the Presidency of the Council of Ministers for the implementation of the Government program. He leads the offices of direct collaboration and the team of legislative, economic-financial, and legal experts. He supports the political leadership in defining administrative objectives, developing public policies, evaluating their implementation, and managing related communication activities. He also oversees coordination with the broader administration and specifically with the assigned department, as well as relations with parliamentary groups, stakeholders, and all preparatory activities for government actions.
From 1985 to 1990, he was Account Executive at Steward Wrightson – Surety & Specie in London. From 1990 to 1994, he worked as Officer/Attorney at Wellington Italia, and from 1994 to 1999, as Officer at GAN Finanza S.p.A.
He has held various roles in Public Administration. Notably, from 2008 to 2011, he served as Councillor for Human Resources, General Affairs, Legal Affairs, and Youth at the Municipality of Fiumicino, and led national projects for local and youth development across 81 administrations.
From 2012 to 2014, he was Head of Secretariat for the President of AMA S.p.A., a leading Italian environmental services company, with responsibilities for human resources and financial resources of the Presidential Secretariat and the Institutional Relations Service.
On behalf of several Members of Parliament, from 2014 to 2015, he managed Institutional Relations, political liaison, and relations with trade and business associations, and acted as a trusted contact for diplomacy and organizing meetings with delegations in Italy and abroad.
From 2016 to 2018, he worked as a consultant on business digitalization and internationalization, European project design, foreign establishment, and corporate management.
From 2018 to 2022, he was Administrative Director at the Municipality of Fiumicino, overseeing Networks Services, ICT, Culture, Library, Youth Policies, Sports, Communication, and Privacy.
He is a member of the Executive Board of the TIM Group Foundation, dedicated to post-secondary technological specialization. Supported by funding from the Lazio Region and collaboration among universities, schools, businesses, and local authorities, the foundation provides cutting-edge training in Information and Communication Technologies.
He is a Board Member of PostePay S.p.A., a company of the Poste Italiane Group and the leading Electronic Money Institution in Italy.
He has been and continues to be a university lecturer in numerous courses and a speaker at conferences on geographic, economic, and historical topics, as well as the author of several publications on geopolitical subjects.
